  • Enhancing the financial and technical capacity and operating systems of all ULBs
  • Ensuring the quality of sub-project preparation, implementation and monitoring.
  • Giving support towards institutional development(state level)

Superintending Engineer

  • Deals with the project and sub-projects preparation.
  • Acquainted with the World Bank Procurement Methods upon Selection of Consultants
  • Ensure that all engagements of consultants are done by MSU and for other implementing agencies like MEPMA, DTCP subject to applicable guidelines of WB.
  • Shall maintain up-to-date panel of qualified consultants.
  • Monitor the physical and financial progress of works in coordination with the Finance Manager and consultants including physical verifications from time to time.

  • Responsible for the procurement of goods and services required by MSU to carry out it’s duties under the project in accordance with Bank procurement guidelines.
  • Ensure that the engagement of all consultants required for the project is subject to the applicable guidelines
  • Maintain up-to-date panel of qualified consultants.

Finance Manager

  • Deals with the monitoring and evaluation of accounts from participant ULBs and other implementing agencies of APMDP and to prepare regular consolidated reports to the World Bank to claim reimbursements.
  • Coordinate in order to prepare annual plan of expenditure of APMDP and work in close liaison with Finance Department, APUFIDC, and other implementing agencies.
  • Obtain reports upon physical and financial progress and prepare Quarterly and Monthly Progress Reports to the government and WB.
  • Undertake implementation of Monitoring and Evaluation arrangements contemplated within the project and obtaining Audits of ULBs as required by WB for the project.
  • Design and prepare a Finance Management Information System .

Disbursement Analyst

  • Deal with all files and matter and correspondences with regard to disbursements, payments, expenditure and reconciliation from MSU bank accounts.
  • Responsible to maintain all necessary records like cheque book, cash book, stores registers, salary watch registers, leaves accounts, attendance, etc. and other establishment.
  • Maintains liaison with all other officers of MSU.
  • Responsible for all authorization of payments for MSU expenditure.
  • Assist and monitor the actual implementation of works and expenditure under the above components.

Capacity Enhancement Specialist

  • Actively involved in the design of the requirements from the various consultancies and services under the Capacity Enhancement Component of the project.
  • Maintains liaison with other implementing agencies.
  • Associate and coordinate for the implementation of each of these procured consultancies and services and liaison with Disbursement Analyst for expenditure and accounting.
  • Coordinate for the development, design and implementation of training curriculum and monitor the requirements of training from time to time.
  • Facilitate the engagement of resource persons, specialists and trainers and arrangement of training, services and supplies related statistics.

Urban Environmental Specialist

  • Execute fiduciary responsibility for environmental safeguards related to sub-projects.
  • Monitor implementation of EMPs.

Social Scientist

  • Oversee implementation of the project’s Information and Communication Strategy.
  • Ensure that adequate technical assistance is provided to the ULBs to apply the SEAMF during preparation of sub-projects.
  • Ensure that the SECAP and other measures are implemented to build capacity for the SEAMF in the Ulbs.
